Britain and France signed a declaration on Tuesday pledging troops to Ukraine as part of a future peace deal and with security guarantees backed by the US and allied partners.
The declaration was adopted in Paris by the Coalition of the Willing and provides what the leaders said was a framework for lasting peace between Ukraine and Russia, set out in the principles of international law and the UN Charter.

The new agreement states that Ukraine’s sovereignty and its ability to defend itself are non-negotiable elements of any peace agreement and warns that its self-defense is essential to its own security and broader Euro-Atlantic stability.
Under the plan, a multinational force would be deployed to Ukraine after the ceasefire comes into effect, with the aim of deterring any Russian aggression and supporting the reconstruction of Ukraine’s military.
The force will be European led with proposed US support
Russia has warned it could reject the US-Ukraine peace plan if it fails to preserve the ‘prudence’ of the Alaska summit.

The declaration also commits the alliance to security guarantees that will become active once the ceasefire begins.
These include a commitment to support Ukraine militarily, diplomatically and economically in the event of a future armed attack by Russia.
A major US role is outlined in plans for a sustained, US-led ceasefire monitoring and verification mechanism, with contributions from partners.
The US will participate in a special commission to manage ceasefire violations, fix responsibility and determine solutions.

Alliance members also agreed to continue long-term military support for Ukraine and pledged defense cooperation, including training, defense production and intelligence sharing.

The leaders also announced the creation of a permanent US-Ukraine-Alliance Coordination Cell, based at the alliance’s headquarters in Paris.
The announcement was unveiled at a joint press conference by French President Emmanuel Macron, Ukrainian President Volodymyr Zelensky and British Prime Minister Keir Starmer.
This was followed by talks in Paris in which Jared Kushner and US special envoy Steve Witkoff participated.
