Three key laws will be amended in 2024 to enable nationwide multi-lane free-flow toll implementation, address toll evasion and enforcement.
Kuala Lumpur: Three key laws will be amended next year to facilitate the nationwide implementation of the multi-lane free-flow toll collection system.
Deputy Works Minister Datuk Seri Dr Ahmad Maslan identified the Federal Roads Act 1959, the Road Transport Act 1987 and the Malaysian Highway Authority Act 1980 as in need of amendment.
The proposed changes would address toll-evasion crimes and establish enforcement mechanisms for the new system.
“The MLFF is a toll system where vehicles can pass through easily,” Ahmad told the Dewan Rakyat session.
“Finally, some people can’t pay, and that’s why specific legislation is needed – as well as making it clear which agency will enforce it.”
He confirmed that the Malaysian Highway Authority would most likely take over enforcement responsibilities.
These legislative amendments represent the major factors delaying MLFF implementation across Malaysia’s 33 highway concessionaires.
Responding to claims of the RM3 billion government cost, Ahmad clarified that the system is being implemented entirely by the concessionaires.
“When the implementation is done entirely by the concessionaires on a business-to-business basis, there is no government expenditure involved,” he said.
“Therefore, the alleged RM3 billion cost does not arise.”
The minister stressed that motorists will not face additional charges under the new system.
“We do not want road users who have enjoyed smooth traffic on the highways to suddenly be stranded for hours at toll plazas,” he said. – Bernama
