Chris Zahn, president and CEO of the American Chemistry Council, praised the Trump administration’s work to repeal onerous regulations, saying that doing so helps American manufacturing and keeps America competitive on the global stage.
Eli Nachmani, head of the Office of Information and Regulatory Affairs (OIRA), spoke at the American Chemistry Council conference about the Trump administration’s work to repeal onerous regulations. OIRA is the government’s central authority for reviewing executive branch regulations.
Nachmani said the Trump administration has repealed 10 regulations for every one it has enacted. He emphasized that they have had such great success that they have removed about 128 rules for each new rule.
Nachmani said the Trump administration is set to rescind about $1 trillion of regulations next year. He said that “elections are not narrow” and they have consequences.

He emphasized that the Trump administration is working to ensure that its work is legally sustainable. The OIRA chief said they are working to “reverse engineer” legal attacks against their work, including lawsuits using the Administrative Procedure Act (APA) against their work.
Jahn said in a written statement to Breitbart News in response to Nachmani’s remarks at the American Chemistry Council:
Keeping America competitive starts with getting the policy right. For the chemical industry, this means a regulatory system that is based on solid science, transparent, and predictable so that companies can invest, innovate, and expand in the United States. There is a real opportunity to strengthen American manufacturing by removing unnecessary barriers, particularly regulations that are not based on solid science or that create uncertainty and delays. Companies can operate under strong standards, but they need clarity and timely decisions.
We don’t have to choose between protecting the environment and growing our economy. Through Responsible Care®, a mandatory requirement of ACC membership, our member companies are continuously improving environmental, health, safety and security performance. This is one reason ACC members are safer and cleaner.
EPA Deputy Administrator David Fotouhy said his agency is working to allow improvements and establish “clear rules of the road” on implementation of the Clean Air Act. He said they are working to make it easier to start actual construction and clear the backlog left by the Biden administration.
Fotohi said they will continue to develop critical baseload power.
“You don’t have to choose between economic growth and the environment,” Fotohi said.
Jahn concluded in his statement to Breitbart News, “With the right policies, we can continue to lead globally – advancing solutions that protect human health and the environment, while also creating jobs and increasing investment at home. At the end of the day, this is about ensuring America remains the best place in the world to manufacture, innovate, and compete. American competitiveness will be determined by how we align policy with innovation.” We have what it takes to lead. Because when chemistry builds, America wins.”
