The US State Department announced on Monday that it refused to endorse the International Migration Review Platform’s “Progress” declaration, accusing the UN of efforts to “advocate and facilitate replacement immigration to the United States and the broader West.”
The department said in a statement on Monday that the US did not participate in the second International Migration Review Forum held May 5-8 at the UN Headquarters in New York and will not support the declaration.
According to the UN Network on Migration, the Forum is the main global forum of the United Nations to review the implementation of the Global Compact for Safe, Orderly and Regular Migration for Member States. The 2026 Forum was set to produce an intergovernmentally agreed “Progress Declaration”.
President Donald Trump ended U.S. participation in the U.N. process to develop a Global Compact for Migration during his first term in 2017, and now the State Department says the federal government will again reaffirm its opposition.

The Global Compact was adopted in 2018 after the US withdrew from the process. The United Nations and the International Organization for Migration have described the compact as a cooperative framework aimed at improving migration governance in countries.
“As Secretary Rubio said, opening our doors to mass migration was a grave mistake that jeopardizes the cohesion of our societies and the future of our people,” the department statement said. “In recent years, Americans have seen firsthand how mass immigration has devastated our communities: crime and lawlessness at the border, states of emergency in major cities, and billions of taxpayer dollars spent on hotels, plane tickets, cell phones and cash cards for migrants.”
“Much of this was driven by UN agencies and their collaborators, who not only facilitated the invasion of our country, but also redistributed the wealth and resources of our own people to millions of foreigners from the worst corners of the world,” it continued.
The department argued that there was nothing safe, orderly or routine about any of this, saying that the costs “were borne primarily by working Americans who were forced to compete for scarce jobs, housing, and social services.”
“The United Nations has little to say about them,” the department wrote.

“President Trump’s focus is on the interests of Americans, not foreigners or globalist bureaucrats,” the statement said. “The United States will not support a process that, overtly or covertly, imposes guidelines, standards, or commitments that impede the sovereign, democratic right of the American people to decide in the best interests of our country.”
The department concluded its statement by saying that its goal is not to “manage” migration, but to “promote migration”.
Also in a thread on Twitter announcing the move objecting to the declaration, the department said that UN agencies “systematically facilitated mass migration to the Americas and Europe, while citizens of these countries called for a ban on migration.” It notes that UN materials related to the Global Compact refer to expanding regular migration routes and the “regularization” of migrants.
The International Organization for Migration says the forum is held every four years to review countries’ progress and shape next steps on migration policy. IOM, which coordinates the UN Network on Migration, says the network includes 39 UN agencies working to support countries on migration issues.
The department has alleged that “UN agencies – working with the NGOs they fund – established a migration corridor through Central America and the US border,” the post reads. “As the American people faces an unprecedented wave of mass migration, the United Nations is funneling migrants to our southern border.”

The post further said, “After facilitating mass migration to the United States, UN agencies condemn deportations of illegal immigrants.” “While the United Kingdom faced unprecedented illegal boat crossings, UN agencies condemned the deportation plans. UN officials lobbied aviation regulators to stop the deportation of migrants – an appalling violation of Britain’s national sovereignty.”
The UN Network on Migration has described the compact as “non-legally binding”. The text of the UN-hosted compact also states that it respects the sovereign right of states to determine their national migration policies and to distinguish between regular and irregular migration status.
The declaration itself states that the Global Compact is a cooperative framework and recognizes that no single state can address migration alone while maintaining the sovereignty of states.
The department emphasized the compact’s call for migration to be “safe, orderly and regular”.
It reads, “For citizens of Western countries, mass migration has never been safe. It introduces new security threats, imposes financial pressures and undermines the cohesion of our societies.”

“The United States will not legitimize global agreements that enable mass migration to the United States or Western countries,” the post said.
The United Nations designed this compact as a cooperative framework for issues that often cross borders, including labor migration, border management, migrant protection and development. UN agencies, including the Office of the High Commissioner for Human Rights, describe the IMRF as a state-led review process with the participation of relevant stakeholders.
