Trump: Tariffs on Canada can be removed if 'enough steps' taken to reduce health crisis

• Executive Order on Canada/Mexico/China applies on 4 February
• New Canada tariffs do not apply to the goods loaded on the ships or in transit before 4 February
• If adequate steps are taken to reduce health crisis, you can remove new Canada tariffs

The Canada is promising to declare retaliation later today after speaking with the President of Mexico (which we have not heard).

I still look at the room to interact here and delay the implementation signal at an opening. WSJ is not pulling a punch.
